Commuting Woes: Cell Phone Use on the Train

How annoying are cell phone users on the train? What should be done about it?

I’ve used my cell phone on the train a few times. I’ll usually answer with "I’m on the train, I’ll call you when I’m home."

What about those passengers who find it necessary to have a conversation the entire trip? Since August 2010 I’ve been commuting on Farmingdale's Ronkonkoma train line and have encountered several passengers who are not courteous when using their cell phones.

What is the proper action to be taken? Do you ask them to lower their voice, possibly ask them to move, yell at them saying they're being rude?

Amtrak segregates cars that allow for cell phone use and has other cars known as “Quiet Cars” where cell phone use is forbidden. Should the LIRR follow suit?

Cell phone use while commuting is a necessity, but are most people these days inconsiderate and rude? At 7 a.m. in the morning, I’m not interested in hearing someone else’s phone conversation.
